THIRD DTE IS SEI M TAMOWSKI CASE Communication Declares Safe Conduct of Austrian Ambassador Is Expected. WASHINGTON, Dec. 11. A thin! communication com-munication was sent today by the state department to Great Britain and France regarding a safe conduct through the allies' blockade for Count Tarnowskl, the new Austrian ambassador to the United States. The communication says that again this country regards the unhindered passage of the envoy as part of the admitted ad-mitted right of diplomatic intercourse. and reiterates the opinion that the allies ure acting beyond their rights in at- : tempting to hinder such Intercourse between be-tween this country and Austria. As with the preceding note, which was sent twelve days ago, the present one is very explicit in pointing out that this government does not demand a safe conduct con-duct for Count Tamowski in its own name, but is merely explaining what It regards as tiie international law in the matter. In the first place, the United Suites, acting as Austria's representative in England and France, conveyed Austria's Aus-tria's request for a safe conduct. The new note was prompted by the fact that no reply has yet been received from either England or France, whereas the new ambassador is expected to sail from Rotterdam on December 16. It is felt here that some assurance should be had before that time, though it has been indicated in-dicated that Count Tarnowskl will sail regardless of whether he has been granted a safe conduct and that he will probably be allowed to pass the blockade. The allied embassies here are known to have communicated to their home government govern-ment a tho feeling that any advantage to be gained In holding up the new ambassador ambassa-dor would not be commensurate with the consequent loss in American sympathy. It is understood that these suggestions have borne fruit abroad and that even if the allies do not actually recede from their position in a public note they will allow the fact to become known informally infor-mally tiiat the count may come through the blockade without hindrance. |
