Increased pay for officers and men of the regular army and national guards in active service ser-vice for the Mexican emergency, improved im-proved camp conditions to safeguard their health, and authorization for them to vote in the field at the coming presidential presi-dential election were provided in amendments amend-ments to the army appropriation bill agreed to today by the senate. By a vote of forty-four to thirteen the senate also suspended the rules to adopt an amendment changing the age minimum for enlistment in the regular army from 8 to 21 years, without the consent of parent or guardian. Under the provision, boys under 21. now serving serv-ing in the army would not be retained in the service unless they filed within thirty days the written consent of their parents or guardians. The amendment was adopted without rollcall. Senator Keed of Missouri offered the amendment which would make the existing ex-isting provision for increased pay to the army when in service on foreign soil apply also to service on the Mexican border. Under it officers will receive a 10 per cent and enlisted men 20 per cent increase in pay. In adopting it the senate sen-ate also increased the house appropriation appropria-tion for pay from $1,050,000 to $14,-17S.1M0. $14,-17S.1M0. The amendment giving soldiers in the Mexican service authority to vote in the field at the national election passed without opposition. As a safeguard to health of soldiers an amendment was adopted appropriating $250,000 for construction con-struction of wooden floors and screens in troop tents along the border. House appropriation of $5,000,000 for small arms was approved despite a proposal ! by the military committee to cut it to ' $2,500,000 and the senate again voted I to retain the house provision prohibit-' prohibit-' ing installation of scientific speeding-up speeding-up systems in government works. An amendment to strike out the latter pro-: pro-: vision was defeated yesterday, but was ire-introduced by Senator Gallinger. j The bill is expected to pass tomor-row. |
