Show PARROTT CONTRACTS ARE PUZZLE TO CITY J. W. MeUen Presents Difficult Question Ques-tion and Promises to File a Statement State-ment Next Monday. J. W. Mellcn, contractor, has put before be-fore the city commission a puzzling question, and although he was present at the session yesterday. Mr. Mellen gave no hint of the solution. He will, however, present a statement to the commission next Monday. Mr. Mellen has protested on recent street contracts on the ground that the city engineer had failed to give out plans and specifications in sufticient time to permit contractors to make proper bids. In the objection to the contract being awarded to Parrott Brothers for the paving of Kighth East street and Fourth South street, the district dis-trict court, in a decision, upheld the city.
