Ic-Nally Ic-Nally of Pennsylvania to be consul at Nuremberg, Bavaria, was refused confirmation con-firmation in tho sonatc today by a vote of 2G to 2i aftor a prolonged debate. IcNally formerly was in the consular service in China, and several years ago charges were made against him in con-ucctiou con-ucctiou with a real estate deal promoted pro-moted there by an American. The case 1 was twice investigated by tho stato department, de-partment, but when McNally's nomination nomina-tion to the Nuremberg post came in Scuator Williams objected on tho ground that these inquiries had not served to cloar him entirely.
