Not more than two retail liquor licenses shall be granted to the same person, firm or corporation. The new ordinance ordi-nance is said to be favored by all of tho commissioners and its passage Is regarded regard-ed as certain. LimitalL.i Feature. The principal feature of the new ordinance ordi-nance Is the limitation of the number of saloons. This feature follows tho provision provi-sion of the Los Angeles liquor ordinance, where it Is said to have mot with general gen-eral satisfaction. There are at present 13S saloons in Salt Lake. The "nopulatlon is estimated at 10S.000, making the new ordlnanco eliminate thirty saloons. The proposed ordinance provides for the gradual elimination of these saloons. No new licenses will be granted until the number falls bolow one to each 1000 of population, and the commission may in Its discretion decline to ronew some of the present licenses. Upon the revocation of any license no now liconse will be granted until the number falls below that contemplated by the ordinance. With the limitation of tho number of saloon licenses, the value of each license will greatly Increase and tho theory Is that the saloon proprietors will exerclso great care In observing all regulations strictly, in order that their licenses mav not be revoked. Prevents Monopoly. The new ordinance contains a provision prohibiting clubs from selling liquor during dur-ing the hours that saloons are closed. Another provision makes It unlawful for anyone to servo liquor in a restaurant, saloon, cafe, chill parlor or other placo where disorderly persons are permitted to frequent. Not more than two licenses are to bo Issued to any person, firm or corporation, if the now ordlnanco become effoctlve. This regulation is regarded as Important as a complement to the limitation of the number of saloons in order to prevent any person or corporation from securing a practical monopoly of the liquor traffic. Tho population which will form the ba-bIb ba-bIb for fixing the number of licenses will bo estimated by the figures of the last general census with the average yearly Increase In population for the preceding ten years added for eaoh year since the taking of tho consus. The penalty for violation of the new ordinance Is fixed at a fine of from $50 to $21)9 or imprisonment for a period from thirty days to six months or by both fine and Imprisonment. |
