Show THE NEW REGISTRATION BILL. We are sorry to see our usually levelheaded level-headed friend, Senator Walton, give way to the furore of bill-hatching. We had expected better things of him. He Is a man of experience and ability, a shrewd observer, and usually reaches conclusions in public matters that are not far from sound. His desire to change the statutes, however, seoms to be his bessttlng weakness; and his additions addi-tions to tho flood of bills are not always wisely put. He Is on the right track, no doubt, in endeavoring to brace up the structure upon which the State Land Board must work; but his registration regis-tration bill has holes In it. The provision In it which allows a register to quietly and secretly pad the registry list Is dangerous; such a provision pro-vision would permit ofN wholesale frauds, and might In evil hands make a registration list such as would be, a delight de-light to the Denver election sharps. It Is probably true that wo have no such election officers hor.c but frauds grow on the facilities for fraud that the law offers. Then, the provision would allow al-low of the exercise of the grossest favoritism; fa-voritism; "frlendB" could be registered at any time, and "enemies" could be refused or evaded at all times other than the open registration days. If the registration law needs amending amend-ing at all, we do not think that it is In this direction; and If nothing more dc- slrablo than thlB sort of thing is offered, of-fered, It had better be let alone. |
