Gooding today to-day sent a message to tho Legislature asking for the submission of an amendment amend-ment to tho Constitution to relievo tho State from a financial condition that 13 becoming embarrassing. Tho Constitution Constitu-tion llmlto the amount of indebtedness tho Stato may Incur on tho baBls of the assessed valuation, 6 mills a hundred and up to fifty million, 3 mills a hundred and up to three hundred million, and mills over threo hundred million. Tho State Is now ncarlng tho hundred-million mark, and finds Jtaelf with groatly Increased expenditures, duo to tho growth of ordinary ordi-nary State business and the heavy demands de-mands for tho Stato institutions.
