The State department has mado no overtures recently to either of the intcr-crtert intcr-crtert powers, nor docs it know officially of any such movement in Europe. Tho position of this Government has not changed In any respect and It would welcome wel-come a settlement of the present disastrous disas-trous conflict, either by means of direct negotiations between the belligerent powers pow-ers or through tho medium of an international inter-national conference. Rut, no matter which course is followed in arranging the terms of peace, tho ono point upon which the United States Government Gov-ernment will insist Is that both Russia and Japan shall, in the settlement, live up to the terms of tho undertaking to which both of them havo subscribed, that the Integrity of China shall bo respected and the filial rights of all powers in China recognized, Including distinctly "the open door."
