If all the work is done in Salt Lake City, can that paper claim to be published ln another an-other town outside of Salt Lake City?" etc Your answer is, "The publication place of a newspaper is where it is issued is-sued from, regardless of where the work is done." Now, I believe your answer is rather misleading for two known reasons. 1. Why is it that applications for mining patents must be- advertised ln the newspaper published nearest to where the mining claim Is situated? The Postofllce department has ruled (which you will find ln the Oillclal Postal Guide), that a known olllce of publication ls defined as follows; "1. A known office of publication ls a public pub-lic olllce for the transaction of the business busi-ness of the newspaper or periodical, where orders may be "received for subscriptions sub-scriptions and advertising during the usual business hours, and this oilice must bo shown by the publication itself. 2. In large towns the street and number must bo given. A postoftlce box is not a known, office of publication." publica-tion." Can there bo any rulings more plain than theso? That the office- must be shown by the publication of the paper pa-per itself. That a postofllce box ls not a known office of publication. For how could the business and publication of a paper be done In a postofllce box? 3. That tho business and publication of a newspaper Includes the work done upon tho paper Is very evident from another ruling, which states as follows: "Publications of the second-clasy, one copy to each actual subscriber residing in the county where the same are printed, ln whole or In part, and published, pub-lished, shall go free through the malls. When a publication of a newspaper news-paper sends in the inalla a package of his papers, a portion intended for subscribers residing within the county In which the paper is printed (In whole or in part) and published, and the remainder re-mainder Intended for uubsorlbers residing re-siding elsewhere, ho must pay postage on tha entire package at pound rates. Tho publisher, to entitle himself to the free county delivery must make two packages, one for tho subscriber residing resid-ing in the county and one for those out of tho county; the former to go free." From these rulings quoted, and others oth-ers "which wc could quote, it does seem it would make a difference from the place In which a paper was Issued, regardless of where the work was done James Dunn. And yet, It is a common practice to publish newspapers in this country, and issue them from places where none of tho work on them is done.
