A decision r which is regarded as being of much importance to Importers has been rendered by thc board of United Statoo general appraisers. It has no bearing on rates, but upon thc methods to be I pursued by persons making protest be- i fore tho board upon duties assessed by tho collectors. Briefly stated, the decision lays down the principle that in appraisement cases a general appraiser or a board of gen- oral appraisers Is not required to examine ex-amine thc merchandise under consldor- i ation, unless It is submitted as evidence by either party to thc action. The board declares Its duty to be that of weighing evidence and submitting a decision de-cision nd that tho burden of proof rests upon the party malting protest. |
