| Show riPUT Mil I t CIT IM Estimate of Revenues and Expenses Ex-penses Show I Is Needed SEVEN MILLS LAST YEAR CITY COUNCIL FINANCE COMMITTEE COM-MITTEE DIVIDED 1 Sate of Seven and a Half Mills Favored Fa-vored By Minority Library Tax Will Probably Be Onequarter Mill Total of Assessments Must Be Raised or Rate Will Be Highe I Assuming and hoping that the total of assessments in Salt Lake City will be brought up to last years aggregate the city council committee on finance is considering the propriety of recommending recom-mending a tax levy of 7i or S mills for the citys needs the ensuing fiscal year The committee discussed the question last evening but deferred a vote until next week The majority of the committee remembering re-membering the unprofitable experience of last ea when only 7 mills were levied inclined to the opinion that 8 mills for this ea would be none too much to see the treasury through to July 1900 without a deficit The minority nority hoped to pull through with 7V mills and one member thought SV would be a small enough levy Estimates of City Auditor For the committees information and guidance was a statement prepared by City Auditor Swan showing the estimated mated necessities and the probable revenues to be derived from sources other than by direct taxation This I statement was as follows i Maintenance expenses for first live months of 1SS9 J123037 07 Maintenance expenses for the year lBS JEOJHS 5o 5 Annual interest on bonded debt of 2MS000 12240000 Assuming that the citys running run-ning expenses will not exceed J2CC66 per month for the next twelve months the total needs for this account will be 320000 0 Add annual interest 12240000 Allowing for emergencies claims and damages improvement of waterworks system Increase of water supply new fire station and maintenance of library 23000 0 Total required 1G7 400 0 Estimated revenues were given a follows From liquor and merchants licenses 0 C From water rates 600ft 00 61 From miscellaneous sources SOOuO 0 I Total 0 0 leaving to b reased by tax levy 247400 0 Total revenues 5457400 0 By way of explanation the auditors estimate mentioned that exclusive of the Pacific Paving companys judgment of 27OCO the total of claims and damages I ages paid so far in 1839 is 1767006 as against 4034 for the year 189S and no provision was made in last years levy for these contingencies I Losses and Gains I was also explained that the monthly month-ly average of maintenance expenses in 89S was 26745 compared with 28259 for the year previous The license revenues for ISiS exceeded the estimate esti-mate of 120000 but the miscellaneous earnings fell a little short and are now estimated at 30000 for the fiscal year leaving the estimated receipts other than from taxes for the ensuing twelvemonths twelve-months 5000 in excess of last years estimate Another 5000 is gained by reason of the bond interest being reduced re-duced on account of the new 4 per cent series sere The committee had the county assessors essors totals before it showing less than 29500000 and 2000000 short of last years totals A total of about 1000000 is expected from railroad and wire line property valuations from the ir lne valuatons state board of equalization to be added I I yet for taxation by the city but where the balance is coming from to make the taxing values equal to last years total the committee could not figure I I out unless the county or the state equalizers do some boosting Last year the collector was charged with 22324015 of taxes to collect but the amount realized fell short of this on account of uncollectible Items and tax sales I was clear to the committee commit-tee however that the needs of the city for this year on the estimates at hand wi require a tax levy of 8 mills provide pro-vide of course the total assessment amounts to a much as was settled upon last yea As to the librarys necessities the finance committee pretty well agreed I that onefourth of a mill yielding about 7700 would be all that the taxpayers tax-payers could stand The library trustees trus-tees want a third S of P a mill levied |
