Show Tentative Okay On Fire District By GARY R. Bl.ODGETT FARMINGTON Mayors of three cities told the Davis County Commission that they have tentatively agreed to an interlocal agreement for establishing estab-lishing a fire protection district to serve south Davis County. THE MAYORS of Center-ville, Center-ville, Woods Cross and West Bountiful said their city coun cils had agreed to the pact in general, but that Centerville City Council has asked for some revisions to be made in the agreement before it becomes becom-es final. In fact, Centerville officials asked for six minor changes to be made before it becomes official that the new fire district dis-trict would be established to serve the three incorporated cities as well as the unincorpo- 4. THAT A paragraph be added to explain the authority of the board to purchase new equipment. 5. That a detailed schedule of equipment and real estate being purchased by the cities be spelled out in detail in the agreement. 6. THAT THERE be an inclusion in-clusion in the ordinance that would allow cities to be rebated re-bated for their share of any and all new equipment and supplies sup-plies should a city withdraw from the district at a later date. It was also suggested that a "periodic appraisal" be made of this equipment. In the meantime, the current interlocal agreement requires the three cities to purchase from Davis County the present fire station, property, equipment equip-ment and supplies at a prorated pro-rated cost of $192,600. The property will be purchased over a 10-year period. ALSO, THE three cities as well as unincorporated Davis County (Val Verdal - will be assessed for operation and maintenance of the fire district based on property valuation. This amount, which will vary with the size of each city, is based on 3. 17 mills of assessed asses-sed valuation, on an average of $7.39 per capita. THE FIRE district has a tentative ten-tative operation and maintenance mainte-nance budget of $206,000 for its first year of operation which began July I. This budget, ex pected to be ratified by the board, is slightly higher than the 1980-81 budget but considerably consid-erably less than the budget requested re-quested for 1981-82. Also, officials agreed to hire Woods Cross City Recorder Alan Low to handle bookkeeping bookkeep-ing and accounting for the new fire district. We submitted a proposal of $2 .4(H) per year, including in-cluding time needed on the computer. A tentative agreement between be-tween mayors of the three cities and Commissioner Harry Har-ry Gerlach was reached earlier, ear-lier, but Centerville - in its last regular city council meeting -approved the agreement only if the suggested amendments were approved. THESE SIX recommended changes are: 1 . That the district board of directors remain at four members mem-bers instead of the recommended recom-mended five members which would include the commissioner commis-sioner of the central Davis County District serving as a non-voting member except if the necessity arises to break a tie vote. 2. THAT A clause regarding bonding either be eliminated or changed to include a "unanimous" "unani-mous" instead of a "majority" vote of the board. 3. That a "pay off" clause, inferred but not spelled out, be included as a part of the agreement. |
