Chevron's membership in the newly-organized f. south Davis fire district will depend on whether or 5 not North Salt Lake officials agree to annex the multi-acre refinery. COM. Harry B. Gerlach said North Salt Lake representatives have made application to the county ' to annex that property inside the plant to be used for I a multi-million dollar oil shale research center. i! Before the organization of the south Davis fire district including Centerville, West Bountiful and Woods Cross 15 percent of the Chevron facility was included in a special county fire service district. During that time, the county provided Chevron with supplementary fire protection. CHEVRON OFFICIALS have informed the county coun-ty that they still want the additional fire protection, despite the fact they manage their own oil firefighting crew and claim the crew is capable of handling "99 percent-plus" of the fire-related problems that may occur at the facility. Earlier this year, Chevron announced plans to construct an oil shale research plant, the estimated . cost of which has since reached the $100,000,000 mark, according to North Salt Lake Mayor Robert Palmquist. THE MAYOR and city council recently informed f Chevron that in order to build such a facility they ; would have to annex into the city and pay property taxes on the research center as other businesses i have done. jj As yet, however, a decision on the annexation move has not been handed down. i ? ' ;; COM. GERLACH noted that until the annexation I ; problem is solved, the inclusion of Chevron in the i southern fire district "is in doubt." if North Salt Lake does not annex the property, Com. Gerlach said Chevron will be charged a yearly fee for their participation in the fire district. In a mid-June letter addressed to the county commission. Chevron refinery manager M.D. Hannan said he still wants supplemental firefighting assistance from the county or the new fire district. HOWEVER, HE added, "Chevron wishes to increase in-crease its participation with Davis County in an effort to improve the overall effectiveness of both Davis County and Chevron firefighting unites. To this end, Chevron will enter into a written contract with the new fire district aand will pay $5,000 annually annual-ly to the district for expenses of the supplemental services and-or equipment improvement. This annual payment can be augmented as necessary in the event services rendered exceed this amount." Com. Gerlach said Chevron has also agreed to include fire district personnel in special oil firefighting firefight-ing training sessions. FIRE PROTECTION in the remaining unincorporated unincorpo-rated areas of the county will remain relatively unchanged, un-changed, the commissioner added. Special service districts to the north will continue to exist, he said, and those cities providing fire protection pro-tection to the northern unincorporated areas will continue to assist the county. THE COUNTY is planning a new fire service contract con-tract with the cities which gives Clearfield, Syracuse, Syra-cuse, Layton, Farmington, Kaysville and South Weber We-ber fire departments authority to enforce uniform fire codes. The county will also provide them with a map depicting the exact location of the unincorporated unincorpo-rated areas to be served. Com. Gerlach said due to annexation the county will renew the fire contracts each year. He said the county anticipates "quite a bit" of annexation in Layton city. |
