Porto Rico Wants U. S. to Grant Her . Self-Governraent SAN JUAN. Porto Rico, Dec. 4 A resolution was introduced in the lower low-er house of the legislature at a special session today requesting tho United States to grant complete self-government to Porto Rico. A memorial to President Wilson,, asking this boom, also was put before the house. Both documents express belief that Porto Ricans have demonstrated their capacity ca-pacity for self-government, a right which always had been denied them. The memorial was written by Caye-tano Caye-tano Collycuchi, prominent in the affairs af-fairs of thc island. oo
