From almost every province of China come reports of outrages committed by robbers and some of their recent exploits eqilal those of the terrible White Wolf who ravaged a huge stretch of territory before meeting a none to timely end. Shnting is the happy hunting ground of thousands of bandits because of geographical facilities which enable the rascals when pursued by troops to enter adjoining provinces whence! they cannot bo followed. This state of affairs has been made much worse by General Lun.s Chi-kwang, who, after af-ter his defeat in KwangtUng by tho southern armies, recruited from tho Shantung banditti fresh levies for his expedition. He secured wholesale a force of 5,000 men by promising to makp their leader si brigadier general in the Republican armv of China. Dissatisfied to find n- pay forthcoming, forth-coming, these "rpbbe: recruits" commenced com-menced looting and attacked the Tientsin -Pukow railway, the link between be-tween Peking and Shanghai. Here, however, they met the Shantung troops, and several battles were fought before the bandits were dispersed. Tho train service was interrupted by tho bandits tearing up a portion of the line. General Lung Chi-Kwaug de-inies de-inies all responsibility for tho misguided misguid-ed activities of his recruits, but the government has prohibited the enlistment enlist-ment of further men before their approval ap-proval has been given.
