Lovett has resigned ao director of the railroad administration's division of capital expenditures and will return January 1 to his former duties ao chairman of the executive committee of the Union Pacific. Mr. Lovett had been considered for the position of director-general to succeed Mr. McAdoo and it Is understood under-stood his resignation docs not eliminate elim-inate him entirely as a possible appointee. ap-pointee.
