Daniels Authorizes Discharge Dis-charge of 109,000 men at Once. 'act' IMMEDIATELY Twenty Per Cent of Naval Personnel to Be Effected by Order, WASHINGTON, Dec. 5. Discharge Dis-charge of 20 per centof the navy's wartime personnel, about 100,000 men, has been authorized.
