Show CARRANZA CALLS FOR DELEGATES Mexico City, SepL 15. General Car-ranza's Car-ranza's purposes in issuing last night a call for the election of delegates to an assembly to consider changes in the constitution are set forth in the preamble of the decree- now made public here. The preamble refers to the platform plat-form of the constitutionalists as set forth in the plan of Guadalupe, adopted adopt-ed In 1913 before the downfall of Gon eral Huerta and elaborated at Vera Cmz in 1914, and says It shows clearly clear-ly that tho program of tho constitutionalists constitu-tionalists provided that when their cause was triumphant and municipal elections had taken place, the first chief should call a. congress, give an account of his administration and have his actions modified or ratified by the congress. Ho was then to call a presidential election and turn over the cxecutivepowcr to the legally elected president. Tho enemies of tho constitutional ists, General Carranza continues, have omitted nothing to prevent completion of the program even going so far as to imperil the dignity of the republic and endangering its sovereignty by provoking conflict with a neighboring public, seeking to bring about intervention inter-vention on the pretext that there was no protection for the lives and properties prop-erties of foreigners. Thoy even pretended pre-tended to seek intervention for humanitarian hu-manitarian considerations. The enemies of the constitutionalists, constitutional-ists, General Carranza says further, have imputed to him motives which he never entertained. Accordingly he determined to forestall attacks by a frank and sincere declaration that tho reforms projected are not intended to lead to the establishment of a dictatorship. dicta-torship. On tho other hand the government gov-ernment to be established will be of such form as to destroy categorically categorical-ly that sovereignty bestowed within the presidency by whom It should be exercised -for the public benefit. Both federal and stato rights will bo respected re-spected and the spirit of the constitution consti-tution will be carried out. Tho only purpose is to purge the constitution of defects in the way of obscurity and contradiction or of clauses Inserted for the purpose of nullifying domestic rights. Then follow tho provisions determined deter-mined upon by General Carranza to carry out his purpose. The election of delegates to tho constitutional assembly as-sembly will bo held October 15. Business Busi-ness sessions will begin December 1 and will be limited to two months. As soon as a constitution Is adopted a presidential election will be arranged and tho assembly will bo dissolved. oo |
