Show Proposed animal laws A public hearing at which a draft of a proposed Animal Control ordinance for Cedar City will be Dresented will be held at the City and County building Wednesday, Apr. 10. The hearing is set for 7:30 p.m., and all those interested are invited to attend. A proposed ordinance, for which the major points are explained below will be presented and city officials hope that those interested will attend and express their opinions on the proposed final draft. It is anticipated that if testimony at the hearing is favorable to the proposed ordinance or-dinance it will be adopted by the Council at the regular meeting. 1. The Department Supervisor will have the authority to file complaints against any person or persons who fail to license animals or who fail to comply with any of the provisions of the ordinance. ' 2. It shall be unlawful to allow domestic animals (including dogs) to trespass upon property of another. 3. A Dog or Cat of licensing age shall mean any dog or cat which has attained the age of four (4) months. 4. A "restraint law" will go into effect which means that no owner of a dog or cat I shall permit such animal to be found running at large on streets or in any public place unless such dog is restrained on a leash by a responsible person. 5. It shall be a condition and requirement of licensing any dog or cat to have a certificate of current rabies shot vaccination to display at time of licensing. 6. It will be unlawful to misrepresent the sex of any dog or cat or to misrepresent the condition as to whether it has been spayed or nuetered; the penalty for such misrepresentation shall be a minimum of $50.00. ; 7. The owner of a dog or cat of licensing age j will pay a yearly license fee of $10.00 per year for male, $15.00 per year for female, $2.50 per year for spayed or nuetered animals. Annual ! licensing time shall be between the dates of January first to March first or within 10 days of the animal becoming four (4) months of age. Any person who fails to license such dog or cat and continues to harbor such animal will pay an additional sum of $25 together with the regular license fee imposed. 8. The owner of any dog running at large shall be deemed in violation of this section regardless of the precautions taken to prevent the escape of the dog and to prohibit it from running at large. This section intends to impose upon the owners of dogs an absolute burden of keeping such dogs on their premises at all times unless otherwise restrained. Violation of this section shall result in impoundment of such animals. Public sidewalks are not considered part of premises. 9. It shall be unlaw ful to keep lost or strayed dogs or cats. Whenever such animal appears to be lost or strayed, it shall be the duty of the finder to notify the poundkeeper, who shall impound such animals. 10. No person shall own or keep a dog w hich by loud or continued barking, howling or " yelping shall annoy or disturb persons or neighborhoods. Such is declared to be a nuisance and each day such violation shall be permitted to continue shall be constituted a separate offense. 11. It shall be unlawful for a person to ' possess a fierce, dangerous or vicious dog in Cedar City. Any dog so declared by the court will be disposed of without the usual 5 day waiting period. |
