Jacobs and Willard Ham-iton, Ham-iton, local amateur radio operators, opera-tors, will participate in the tests locally with city and county officials, of-ficials, civil defense leaders, and civic organization leaders invited invit-ed to w itness the tests. The defense problem has been arranged as a means of determining deter-mining the effectiveness of emergency emer-gency communications system; when all regular means have been crippled.
