Show Fee disappoints Council south Main and Fir Street, and will include in the first phase a building of approximately 13,000 square feet plus three train cars to be adjacent to the building. The second phase will see the addition of an office complex south of the restaurant. The variance is needed to have an adequate amount of parking for the proposed facility. The Council was mostly concerned that by passing it subject to the Board's approval that it would place a great amount of pressure on the Board to vote for the proposal. Commenting on the restaurant concept, Jones said, "I think this atmosphere will really add to our environment and will be very complimentary to our area." Voting on the restaurant proposal, Councilman Harold Hiskey's vote was against the proposal, and CEDAR CITY The Cedar City Council last week expressed its disappointment about having to send a $4,000 check to the state auditor in order to receive approximately $27,000 of state funds being withheld from Cedar City because the city audit wasn't in on time. Each community in Utah is required by law to have an independent CPA perform an audit on the budget year of the city, July 1 to June 30. This audit is then supposed to be sent to the state auditor by.. Jan. 1. However, in Cedar City's case, and 77 other communities in the state, they did not have their audits in on time. As a result, state funding is withheld. According to City Manager Joe Melling, the funds being withheld include collector road and C-road funds. The state can also withhold J sales tax monies. "I don't see why we Councilman Conrad Hatch abstained. Hiskey's reason for not voting in favor is that he feels like the action should go before the Board first. Hatch didn't vote due to a conflict of interest since he is also on the Board. In another matter, the Council . unanimously accepted Froyd Insurance Company's bid for City insurance. To handle the City's insurance needs, $30,998 will be paid each year. The Froyd bid was the low bid on handling the coverage. The City sent out several notices that they would be accepting insurance bids, but only two companies were present with bids, Froyd Insurance Co., and Creamer Insurance Co. The Froyd bid was about $9,000 less than the other bid submitted. The insurance coverage is for $500,000 with $1 million liability on should penalize the City for the.auditor not getting it in on time," commented City Councilman Tom Cardon. The Council decided to send a $4,000 check to the state in order to release the funds. According to Melling the $4,000 payment will eventually be released back to the City. The Council also decided to add a clause to the three-year contract with the firm responsible for the late audit, Joe Gubler and Associates, which will require the firm to pay intrest on monies withheld by the state in the future if the audit isn't in on time. In another matter, the Council approved, subject to the Board of Adjustments approval, a 7 foot, rather than 20 foot, set-back variance for Jack Jones' new restaurant, J.R.'s Depot Deli. The new restaurant is to be located across from K-mart, on the corner of top of that, and will include general liability, auto comprehensive, and umbrella liability, according to Mayor Robert Linford, explaining the proposals to the Councilmen. In other business The Council decided to go ahead and purchase the Leigh property, located behind the Cedar City Library on 100 West, by making the payment by March 1. According to Melling, by purchasing the property by March 1, the City will save $3,000, plus interest. The property will be used for a future library expansion as part of the downtown redevelopment project. The Council approved a few requests of new Cedar City golf pro John Evans, who suggested that one part of the golf fee schedule be changed. . |
