In reply to questions by the dty recorder, City Attorney George S. Barker gave his opinion that the city had delayed too long in In-- In-- atitutlng proceedings for the vote, slated for November 7. Argumenta aupportlng municipal elections, he wrote, should be filed 30 days before the election and Apposing arguments must be filed not leas than 20 days before. The 90-day time limit, he said, expired last Saturday. Mayor H. W. Peery and Commissioner Com-missioner William J. Rackhsm disagreed dis-agreed with procedure outlined by Mr. Barker and contended that the board had Itself Initiated the proposed pro-posed vote by the passage of a special ordinance. |
