Show NATIONS OFFER .MEDIATION AID BRUSSELS, Nov. 4 Iffv-The Brussels conference of 1 nations decided today to empower a subcommittee sub-committee to offer its aid to Japan and China In effecting peace between be-tween the two nations, and reliable Indications were that the United States, Britain and Belgium would be ea the committee. Italy and France also probably would be represented. ThrcSmTrnnes, in effect, has a double mandate to offer its good offices for the restoration of peace and to reply to Japan's refusal of an invitation to attend the conference confer-ence here, called under provisions of the nine-power treaty which pledges respect for territorial n-tegnty n-tegnty of China. Committee to Be Named The committee was to be named at a conference session opening tonight, to-night, with the conference adjourning adjourn-ing until then to permit delegates to be received by King Leopold. The mandate given to the committee com-mittee stipulates that, in extending its offer of aid to Japan and China to seek a peace, it must make clear that this aid Is offered If wanted it will not be Imposed. ine unKca oiaic. ubicksw, man H. Did Not Close Door Several delegates said they received re-ceived the impression that Japan did not close the door to negotiation or to mediation efforts through third parties, provided they be countries coun-tries possessing real interests in the far east. Conference leaders, in private session ses-sion this morning, decided to send a message to Germany asking her to reconsider her rejection of an invitation in-vitation to the conference and to decide to participate in ths effort to end the Chinese-Japanese conflict. con-flict. Ths project to address a new formal for-mal invitation to Japan to participate partici-pate was abandoned, on ths ground that more practical results probably would be achieved through a committee com-mittee which really would be a committee com-mittee of mediation.
