President of the Council Davis will take -the oath, of office : Mhis afternoon and become Mayor pro tern. ; ' ' The Streets committee of the Council will meet tonight 'And receive the opinion of City Attorney Hiles as to the rela-ltive rela-ltive authority of the Council and Board of Public Works with ' regard to the paving bids. Dther Council committees will also meettonight. All this talk about the Council trying. to throw the pav-' pav-' ing contracts to Moran, or that the Board of Public Works is trying to knock Moran out of the contracts is bosh, and the . ; newspapers that are making the cry know it is a play to the : galleries. The facts are that the Board of ,Works believes the 'bids are too high and that its power exceeds that of the Council Coun-cil in passing on bids, while the Council holds that the Board . is exceeding its authority. The policy of the Council Is to V hasten the work of paving, as it believes that the public im- ,provements mapped out are necessary in the campaign for a greater Salt Lake, but it, too, insists on reasonable bids. V . . This is the whole trouble in a nutshell. Thre is ' an honest .difference of. opinion,, which .,.wilL,J?.a.adiustedto; ttie, -satisfaction of all. Developments of the next three days will ,show this. Meanwhile the great campaign of public improvements improve-ments will go forward. . , ; s President Davis said at noon that no special meeting of the Council for tonight had been called up to that hour. which is one of the greatest records ever made in the city. Another much-needed improvement that is now being built is fire station No. 5, which will be erected at a cost of $8300. A contract has been let for a new concrete bridge in City Creek canyon connecting the City Creek road with the beautiful new Wasatch drive that is being built along the canyon. The cost of this piece of work is $1000. A contract has also been let for the building of closets in Liberty park at a cost of 11900. James Kennedy holds a contract for the laying of pipe sowers sow-ers which will amount to $3000 or $4000. . J. W. Percival will lay $2000 worth of water-mains, and the Western Lime and Stone company has a contract con-tract to break rock in the quarry noar Warm Springs for macadam. This will amount to several thousand dollars. dol-lars. t y Improvements Galore. D. W. Harmon & Co. has a contract for the filling in of Parley's Cre?k canal ca-nal across the Fort Douglas military reservation. The contract for the recasting re-casting and setting of gutter plate has been awarded to .the Union Foundry and Machinery company. "This is the greatest year for civic improvements in the history of tho city," said a business man yesterdsy. "The new improvements will save the citizens $100,000 in Insurance th's year. All surrounding towns are paying pay-ing 25 per cent higher rates on insurance insur-ance than we are, and it is all due to the magnificent improvements that are being made. It is the greatest year for Salt Lake's civic welfare." This year, more sidewalks will be built than any year before in the his-tory his-tory of Salt Lake City. - According to City Engineer Kelsey s ; there will be at least 100 miles of slde-J slde-J "walks built about the city, which will 'be one of the greatest improvements ever added to the city in one year. ; Most of the plans for the new side-,' side-,' walks have been approved, and the iClty Council has ordered the improvements. improve-ments. ; Another big improvement that will ;be accomplished before the first of the 'year rolls around will be more than . twenty-five miles of street improve-'jnents improve-'jnents In asphalt and macadam. Among the heavy improvements that are now being carried on by the city is the Big Cottonwood conduit, which will shortly be bringing a large flow of water into Salt Lake City and giving a water supply that will be enough for a city twice as large as Salt Lake City. ' . , The cost is roughly estimated at $430.000.. The new Intercepting sewer and pumping station, another of the gigantic gi-gantic improvements of the city, will be finished before the end of the year. The total cost for this improvement is Lk2 00.000. - The gravity outlet sewer, has been nearly finished at a cost of $40,000. The Jordan and Salt Lake conduit, which supplies water for the higher portions of the city, will be finished in V another month. This cost $18,000.
