Atkinson, Secretary of the Territory of Hawaii, now in Washington, says that under the ruling mace by President Koosevelt. Commissioner-General of Immigration Sargent will allow the Terrl-t Terrl-t tory of Hawaii to import immigrants except Chinese. - This ruling will result In the organization or-ganization of a Territorial Board of Immigration.
