Lieutenant Commander Mann told of the yrcat shortage of ni.'n in. the navy at the present. He said this shortage is din; to the wholesale release ut men following tire end of the war, and while thousands of men are recnlist ing, it is still necessary to secure thousands thou-sands of recruits. More t han seventy ships, he said, are on the inactive list simply through the lack of men. Moral Standard High. The officer also explained to the committee the great changes that, had been made in the navy during the last few years in regard to educating the men and raising the moral standard, lie also called attention to the wide range of activities offered the recruit in the new system, which allows him to select se-lect his own training, including many trades, and also gives him his choice of any battleship, destroyer or submarine sub-marine as his home, or furnishes him good employment in naval bases or in any foreign country in which bases 'are maintained. Practically every recruiting branch in the United States will devote its entire time to the campaign. Each district dis-trict will have a chairman who will direct the work of the campaign through his committees. Rr. Robinson has bix'n selected as chairman of the Utah district. As interior chairman, W. B. Jenkins will have in charge the plans of putting put-ting the drive before the public, in small towns of the intermountain country coun-try where there are no recruiting stations. sta-tions. Itis activities will inchult- the distribution of posters and pamphlets to the postmasters and stores of these towns. Work Is Detailed. .T. P. Casey, as local activity chairman chair-man on posting, will obtain the cooperation co-operation of high school student-, through principals, the Bnv Scouts and other organizations, and direct placing posters where young men congregate. Placing of posters in store windows and securing the cooperation of high school students in posting will be directed by E. Woodruff, chairman on news posters. Publicity for the campaign will be conducted' by L. S. Gillham, who will distribute the news stories to Salt Lake newspapers and will place the drive news before the people ' of outlying districts through country newspapers of the state. Distribution of booklets, circulars and pamphlets issued by the navy department especially for tho campaign, in places where they -will come come to the attention of young men of the city and state, will be in charge of George E.
