The Berlin Loltat Anzeiger, a copy of which has been received here, says Dr. Richard von Kuehlmann, former German secretary of foreign affairs, will be one of Germany's representatives at the peace conference. Dr. von Kuehlmann for many years has been an important figure in the political life of Germany. -Prior to his appointment as foreign secretary he held the rank of ambassador to the Netherlands and Turkey, Tur-key, lie become foreign secretary In 1917. Dr. von Kuehlmann resigned as foreign secretary in July of this year. His fall from power was regarded as a victory for the Pan-Germans, who opposed vigorously Von Kuehhnann's "moderate" views with regard to the war." It was asserted that a speech of the foreign secretary in which he declared that it was impossible for Germany to gain a military victory and suggested a peace by negotiation was the climax which brought forth his resignation. |
