PRESS FIRMLY AGAINST CHANGE Influence of British, French and American Diplomats Feared in Case the Discussions Continue at Swedish Capital; Socialists Said to Take Serious View. The peace negotiations between tie central powers and the Bolsheviki goV- ' eminent in Russia have been "temporarily "tempo-rarily suspended" by the Germans. From the meager advices received, it appears the rock upon which 'a continuation con-tinuation of the pourparlers split was the demand of the Russians that the conference be resumed at Stockholm instead in-stead of at Brest-Litovsk. Dissatisfied with the proposals for peae made by the Teutonic allies before the recess of the Brest-Litovsk . conference, Leon Trotzky, the Bolsheviki foreign minister, min-ister, had been insistent on the deliberations delib-erations being held on neutral soil instead in-stead of at the German eastern headquarters. head-quarters. Germans Equally Firm. The Germans, however, had been equally as firm in their determination not to treat with the Russians at any other place than Brest-Litovsk. German advices Saturday were to the effect that the Bolsheviki delegates, on finding that the representatives of the Teutonic allies were at Brest-Litovsk awaiting them, had started for this town, but nothing ha.s come through to show that these had any foundation, in fact. The decision of the, Germans to discontinue the sittings was arrived at during a crown council held in Berlin Ber-lin Saturday which was attended by field Marshal von Hindenburg and General von Ludendorf f, first quartermaster quarter-master general. Reason for Refusal. 1 A belated dispatch from Berlin gives as the reason for the refusal of tho Germans to consider Stockholm a place where peace might be advantageously discussed, the fear that British, French and American diplomats in the Swedish Swed-ish capital would, by intrigue, render all endeavors futile. Dispatches from Berlin indicate that although the vcirhsrag parties in tho main arc supporting the government, considerable pffli'ical unrest, is prevalent, preva-lent, and that strong efforts are being made, to hold the Socialists in line. The Socialist organ in Berlin characterizes the situation as extraordinarily serious. TROTZKY UNABLE TO CONVINCE THE CENTRAL POWERS LONDON. .Tan. 6. An official statement state-ment issued at Berlin yesterday and forwarded by the Zurich correspondent of the K.xchauge Telegraph company, avmuuncd that because of the Russian requc-.r to transfer (lie poaep pourparlers pourpar-lers fnuu Brest Litovsk to Stockholm, the centra! powers had temporarily suspended sus-pended the negotiations with Russia. (Continued on Pago Two.). , OFFICIAL ACCOUNT IS ISSUED AT BEBLIBI (Continued from Page One.) t The message, which "was filed at Zurich Zu-rich ou Saturday, said: " Another crown council was held today to-day at I-iorlin, at which Field Marshal von Hindenhurg and (General von Lu-dendorff Lu-dendorff attended. After tho meeting the following official statement was issued : " 'In consequence of the request of the Russian government to transfer the seat of negotiations from Brest-Litovsk to S toe k holm, the central powers have temporarily suspended the negotiations nego-tiations with Russia. f,J Refused to Acquiesce. Dispatches received here from Pet-rograa, Pet-rograa, dated Friday and Saturday, confirm the previous reports that the Russian peace delegation, including Leon Trotzky, the Bolsheviki foreign minister, returned to Brest-Litovsk in an endeavor to arrange for a transfer of the negotiations to neutral territory. The German refusal to acquiesce in tfie Russian demand, according to these dispatches, dis-patches, was based on the fact that their delegates already had arrived at Brest-Litovsk. An armistice has been declared in the Ukraine region, the Rada, the Ukrainian Ukrain-ian legislative body and the Bolsheviki having agreed to a compromise of their difficulties. The Rada is said to be ready to decline to give support to General Kaledines and his Cossacks in return for the withdrawal of the Bolsheviki Bol-sheviki troops from the Ukraine. The Petrograd Poata says the king of Rumania has cabled the entente allies that the Rumanians are determined deter-mined to continue the war, notwithstanding notwith-standing tho desires of the troops on the Russian'Rnmanian front, aud that M. Poincarc, the French president, replied, re-plied, assuring the king of France 's support. The French government has protested acainst the seizure of French banks in Petrograd. Congress to Meet Jan. 21. The central executive of the workmen work-men 's and soldiers ' deputies has decided de-cided to assemble the third congress of workmen and soldiers' deputies January Janu-ary According to M. Zinovieff, one of the Bolsheviki leaders, there is no intention to conceal the fact that the motive for calling the congress is to oppose the constituent assembly, which, in view of the fact that candidates were nominated before the'' October revolutionary, may not be representative representa-tive of the country. M. Zinovieff savs the Bolsheviki programme will be submitted sub-mitted to the constituent assembly for approval, and if the. assembly is willing to work in harmony, it will justify the hopes and expectations of the people. On the contrary, should it reject the Bolsheviki programme, the. assembly would find itself in conflict with tho laboring masses and be brushed away. The workmen and soldiers' deputies have decided to send a delegation abroad with a view to calling an international inter-national Socialist conference in Switzerland. |
