Show AFTER CANAL COMMISSION. House Committee Roports in Favor of Abolishing It. WASHINGTON. Jan 31 Tho House Commltteo on Interstate and Foreign Commerce today authorized a favorable report on the Mann bill, abolishing tho Panama Canal commission, and placing tho Governmont of the canal zone and tho work of constructing the canal entirely In the hands of the President. Added to the bill as an amendment Is the bill Introduced by Mr. Mann, providing provid-ing for tho acquisition by the Government of the 103C shares of the stock of tho Panama Railroad company, now held in prlvato ownership Mr. Shackleford (Dcm.. Mo.) will file a minority report representing his views on the matter and Mr. Adamson (Dem.. GaO reserved the right to file minority vlows regarding tho condemnation of tho railroad stock. Tho bill as reported first describes tho canal zone and gives It that title, also defines tho canal as the "Panama canal." The authority to govern tho zone and construct the canal Is delegated to tho President In tho following language: "That until the oxplratlon of tho Fifty-ninth Fifty-ninth Congress, unless othor provisions bo sooner mnde by Congress, all the military, mili-tary, civil and Judicial powers of the United States In said canal zone Including Includ-ing tho power to make all rules and regulations regu-lations necessary for the Government of the canal zone, and all tho rights, powers and "authority granted by the terms of the treaty aforesaid to the United States as may be by him vested In such person or persons, and shall be exercised in Buch manner as tho President shall direct for the government of said canal zone and maintaining nnd protecting tho inhabitants inhabi-tants thereof In the freo enjoyment of their liberty, property and religion." The President Is authorized through ono of the executive departments to construct tho canal; also to employ such persons as may be needed and llx their compensation. compensa-tion.
