Mr. Plntt (Conn.) presented a memorial from tho Connecticut Legislature asking that his colleague, Senator Joseph H. Hawley, bo placed on tho retired list of thu army on account of hln record during dur-ing tho Civil war. During tho early hours of the session there -were several echoes of the President's Presi-dent's message of yesterday calling attention at-tention to abuses under tho corporation laws of tho District of Columbia. In addition ad-dition to a bill Intended to correct the existing evil, which was Introduced by Senntor Piatt (Conn.), tho Senato passed a bill intended to restrict tho number of now corporations and removing tho temptation to excessive capitalization. This It is proposed to do by requiring the payment of a foe of -10 cents on every thousand dollars of capital stock of new corporations.
