WASHINGTON, Jnn. 31.-Senator Smoot's bill for a national forest reserve covers a general zigzag boundary running run-ning In a general cast and wcot direction direc-tion along the Salt Lake parallel, and being In ranges 1 north to 5 south, for thirteen townships oast and west, aiming! aim-ing! to traverse the summit of the Uintah rango and cover both the north and the south slopes of that range, and also tho Strawberry and Duchesne watersheds. It Is described as an addition to the Uintah Uin-tah foroset reserve. All mlner.al lands are to bo subject to location and entry under tho mining laws; water rights may bo appropriated, and such rights as may havo been applied to beneficial use on or before January 1, 1005, nro confirmed. Highway rights aro also preserved. All unchartablo timber and wood now standing on this described tract Is to be sold to tho highest bidders, bid-ders, tho method of cutting and removing remov-ing to bo prescribed by the Forester of ' the Department of Agriculture, who shall prepare a map, divided into convenient areas, showing tho quantity, quality and kind of timber or wood now on each numbered area, duplicates of which shall be P.Ied ln tho Land office. The Secretary of the Interior shall offer of-fer this timber for sale, the flrst sale to be within a year from tho passago of this act, and annually thereafter, for flftoen years, a minimum prlco to bo fixed on tho offerings. Advertisements of such salc shall bo published In one or more papers for four successive weeks In one or more newspapers ln Hcbor, Vernal, Provo. Ogdcn, Salt I-ako City, Denver, San Francisco, nnd St- Paul. The salo to bo ln itnnp or by tracts. But at any time before tho last annual sale, tho register of tho local Land office may, on application In writing, sell to any applicant appli-cant timber or wood up to 1CO.OQ0 foot board measure, without advertisement or delay. i The Secretary df the Interior may lease to tho purchaser of any timber, twenty acres of land for mill purposes. Timber or wood bought nt any sale must be cut nnd removed within five years. All timber tim-ber or wood removed must be duly sealed or measured and marked by officers offi-cers of tho reserve. The agency sawmill, with tho township upon which It Is situated. Is reserved for tha exclusive use of tho Indians. Also, a tract of coal land, 1G0 acres, on Farm creek Nothing In tho act Is to Interfere with or abridge any private right, tltlo or Interest In-terest Already acquired, and the United States Is to pay tho cost of carrying tho act into effect. |
