Show ! ; tefi HMD. ids Me 6mra By ALICE MITCHELL The West Bountiful City Council voted unanimously last Tuesday night to accept the canvass of the primary election held Oct. 9 at the West Bountiful Elementary School. Beverly Haslam, recorder, directed the canvass can-vass and the council and she found tallies to be correct. Incumbent Gary Edmunds received 193 votes; Sam All-mart, All-mart, 185; Neil Breinholt, 52; Lynn Menison, 106; Doug MacDonald, 93; Howard Martin, Mar-tin, 113; Ralph Peckham, 18. Gary Edmonds, Neil Breinholt, Lynn Kennison, Doug McDonald, and Howard Martin will run in the election the first week in November. THE VOTING was quite light in comparison with the number of registered voters. There were five absentee ballots cast. The mayor and ' , council hope that .all citizens will exercise their privilege to vote in the November election. elec-tion. Beverly Haslam, recorder, reported on a visit she and Mayor Grant H. Secrist had with Attorney Keith Stahb. They discussed ways w have the city ordinance on digging permits and water connections connec-tions enforced. They also discussed dis-cussed the re-printing and updating of the ordinance books. This will begin soon. Mr. Stahle had suggested that the new ordinance Dooks when done should be done in two parts. One part would be for administrative ordinances and the other part for other sorts of ordinances. MR. STAHLE counseled that it will be possible to enforce en-force the payment for the mandatory garbage service. Developer Marv Blosch attended at-tended the meeting to explain why his plat plans of the new Summertree Twin Homes Development includes a one foot protective strip left in the name of Marv Blosch. This ' had been noted by the engineer. en-gineer. Mr. Blosch indicated that he had done this so that he could have the right to negotiate with future developers so that they would share in the payment for water and sewer costs when they desire to develop. These improvements are proving to be very expensive for Mr. Blosch and he would like to be able to have future developers share in the costs. THE COUNCIL talked of the matter for some time and came to the conclusion that the one foot protective strip is within legal limits. The city has the right to eminent domain and to condemn the area, if Mr. Blosch should make exorbitant demands on the future developers. Mayor Secrist signed the plat, so that Mr. Blosch will go ahead with his developments develop-ments as the interest rates make it possible. Mr. Blosch added that he had a permanent per-manent easement to run the sewer line on the Davis McKean property. AFTER discussion, it was unanimously decided that the 11th West storm drain is to be called an estuary when calculating cal-culating the fees on the storm drainage for Mr. Blosch's development. It was noted that all storm drainage plans and completion must be inspected in-spected and accepted by Engineer En-gineer Campbell. Mr. Blosch indicated that he was asking for a variance on lots 3 and 4 of his Summertree Sum-mertree development. This will be necessary because the planning and zoning committee commit-tee had asked for a larger backyard and ten foot side yards on the Cornia home. Mr. Blosch's request will be accepted after a recommen- . dation from the planning and zoning commission. MR. BLOSCH showed the plans for three styles of his twin homes. They begin with an 800 square foot home on one floor and include two-story two-story homes with three bedrooms. The outsidewill be finished with three colors of aluminum. The courtyards will be faced with brick. Candidate Doug MacDonald attended the meeting to learn of the workings of the city. He is pursuing the financial report of bookkeeper Jim Kentner and asked why Hill West subdivision had not yet been accepted by the city. He was told that there are several things which are not in order, viz, the buckling sidewalks. AFTER discussion, the council voted unanimously to accept the resolution to transfer funds from the administrative ad-ministrative account to the street department to pay for the leasing of a truck for the use of city employee Ralph Lees. There was considerable discussion concerning the radio equpment for the police and the city employees. There are some defects in the system. sys-tem. COUNCILMAN Mitchell said he is hopeful that the entire en-tire drainage system on 11th ; West can soon be completed. The job on 5th South is not satisfactory. He also talked of the extension of the water line to the edge of the city and to the home of Mrs. Dorothy Servoss. It has proved to be very expensive. There have been many problems encountered encoun-tered in the moving of the old home. It shows why the city ordinance says that homes over ten years old may not be moved into the city. Councilman Gary Edmonds noted that it will not be possible pos-sible to seal or resurface any roads until spring. If possible, . gravel will be placed on some of the shoulders of the road. MR. EDMONDS reported that he had talked with the department of transportation and had found that they are . going to have the railroad crossings repaired. They are considering a traffic signal at 10th West and 4th North. Syro Steel report that they are willing to cooperate with West Bountiful in eliminating the traffic problems involved with the company using West Bountiful's roads. They will clear up some of the space on their lot to make a larger parking lot. WORK IS still going on to get the snow plow installed on the truck : and the park playground equipment has not yet been installed. There will be a meeting at the Ramada Inn concerning the reduction of earthquake risk and the council unanimously accepted the , audit as presented in last city council meeting. - THE WEBER Basin Water Conservancy District, is seeking ways to increase the ' water supply. They are trying to get water from Willard Bay. Councilman Mitchell reiterated the fact that the area should have made some reservoirs for the run-off from spring water and should have done it long ago. |
