Reply- H ing to proposals by the Japanese com- H mand here involving among other H things, the withdrawal of the Russian J army to a radius of thirty kilometers ) H from the Japanese garrisons, the Rus- j jH sian army made counter-proposals to- H day for an immediate armistice H The Japanese proposals, which were H handed to the zemstvo government, re- H nulrcd that the covernment hand over H its boats, ammunition factories guns 'H and ammunition for temporary safe" H keeping, and that the zemstvos speed1- :H ily re-establish transportation, in' ,H which the Japanese were willing to give assistance. The Japanese also H would allow a certain number of Rus- H slan police within the thirty-kilometer lf The Russian counter-proposals, in addition to asking an armistice offered tho withdrawal of the Russian army to tho region of the Amur and Khabar- rovsk, but stipulated -the retention of the shops for repairing the means or transportation. The Russians also proposed that they retain their ships for the purpose of guarding the coasts, and declared they would not give up their war material. |
