Show City to adopt growth policy Agenda items for the city council meeting to be Wednesday, June 4, include in-clude the adoption of a growth policy by Vernal City. In response to state legislation which calls for cities to define a growth area, Vernal city has outlined an area where future annexation into the city may occur. The boundaries include Ashley Creek on the North, 1500 South to the south and the golf course and Gibson's Discount Center at either side. Exact boundaries are in the Vernal Express April 17, issue, page 15. About 20 county residents attended last week's council meeting when the council first considered the growth policy. Most of those present felt the growth policy was a threat to be annexed an-nexed into the city. City officials clarified the fact that the growth area would be the area considered by the city for annexation, but annexation into the city would be voluntary by county residents signing annexation petitions. Lyle McKeachnie, representing the Ashley Valley Water and Sewer Improvement Im-provement District board, said that the board was against the growth policy because of paragraph eight of the proposal which says, "There may be a reduction in special service charges imposed by the Ashley Valley Water and Sewer District as they do not provide service in Vernal City," meaning the plan is a threat to the district's tax base. Other person's present said the city forces people to annex into the city by not allowing connections to the water system unless they annex. The council promised to answer questions of the group at the council meeting this week. In other business, the council moved to meet every first and third Wednesday Wed-nesday of the month instead of every Wednesday as previously scheduled. Shane Luck, city manager, said the city's budget would be ready June 25. Other agenda items for this week's council meeting are amendments to sewer management agreement, junior livestock donation, commonettes donation for city playground, county jail cost increases and Utah League membership dues. The meeting will begin at 7:30 p.m. June 4. |
