But Utah is much more than a natural wonder. I Utah also is a community of people known for their industriousness, quality living I standards and commitment to education. I If Utah is to continue to achieve and maintain a quality standard of living I for its citizens, then it must create new economic opportunities. An opportunity I available to Utah today is the Kern River Project. I The Kern River Project represents a proposal by Kern River Gas Transmission I Company to build a 90 1 -mile, large-diameter natural gas pipeline from southwest I Wyoming to Kern County, California. The pipeline will cross more than 350 miles I of Utah, entering the northeastern comer of the state in Summit County, following I a southwesterly route, and leaving the state in Washington County near the I junction of Utah, Arizona and Nevada. I Constructed to Operate Safely I The pipeline will be designed and constructed to safely operate in earthquake I fault zones, power line corridors and unstable soils. It will not affect watersheds I nor change the use of parks and recreation areas. Kern River will restore the I environment along its right-of-way to its natural state. I Kern River is committed to safe design, construction, operation and I environmental restoration not only because it makes good business sense I but because the people responsible for those activities and their families live I and work here. They participate in the many social, cultural and recreational I activities offered by Utah. Since they are not outsiders or temporary dwellers, I but everyday neighbors, they have a personal interest in the pipeline. I Economic Benefits to Utah I The S853 million Kern River Project will provide substantial economic benefits I to Utah, both in the construction and operation of the pipeline. These benefits I include jobs for more than 1,600 workers during construction, generating an I . estimated payroll of SI 78 million. These wages will benefit Utah businesses I through purchases of housing, food, recreation and transportation, Such personal I expenditures are estimated to be more than S2 1 million. In addition, these wages I will provide the state with income tax revenues of about $14 million. During I construction, Kern River will also spend nearly $6 million on lumber, fuel and I other materials and will create an additional $2 million of new sales tax revenues. Once in operatioa the pipeline will provide benefits to the state and local I communities. Payroll for the permanent staff will be $4 million per year. Property I taxes from an investment value of approximately $379 million in Utah will equal I nearly $6 million per year, distributed to the counties of Summit, Morgan, Davis, I Salt Lake, Utah, Juab, Millard, Beaver, Iron and Washington. New natural gas I production in Utah is estimated to boost royalty payments by more than $ 1 1 I million annually and production taxes by more than $3 million annually. I Northwest Pipeline Corporation, an affiliate of Kern River, has been a mainstay I of the local Wasatch Front economy since 1 956 with headquarters and division I offices in Salt Lake City. Today, Northwest Pipeline employs more than 500 people I in Utah who earn an annual payroll of more than $19 million. I In Harmony With Utah's Quality of Life I Clearly, the Kern River Project provides substantial economic benefits to Utah I and its citizens. These benefits can come in harmony with Utah's quality of life, I without compromising the natural beauty of the state's environment or the safety I of its citizens.
