Show State Treasurer Candidate Addresses Bountiful Rotary Slate Treasurer Kdward T. Alter addressed the Bountiful Rotary Club on Oct. 4 at the Servus Drug. KI) AKTKR is a Republican and has served four years as treasurer of the state of Utah and eight years as treasurer of the University of Utah. I le grew up in Bountiful and graduated from Bountiful High in 1 959. His parents are Bountiful residents. re-sidents. After graduation from high school Id attended the University of Utah where he obtained a degree in Banking and f'inance and later earned a master's degree in business busi-ness administration, with emphasis emph-asis on investments and finance. Subsequently he worked in California Cali-fornia w ith Touche Ross, a National Nation-al Public Accounting firm, acquiring acquir-ing his CTA. Mr. Alter explained at the meeting meet-ing that during his term in office he has developed an efficient, automated auto-mated system providing greater accuracy w hile requiring less manpower. He has also presided over presentations pre-sentations in New York providing Utah with the highest bond rating in the nation AAA. with both Moody's and Standard and Poors. Utah is one of only seven states to enjoy this rating. SEVERAL bills in the legislature have been sponsored by him and passed by the legislature to revise and update enactments concerning the Uniform Unclaimed Property Act, the leveraging of state bond funds; to assist local communities: major improvements in the State Money Management Act: and new statutes to broaden and simply state borrowing practices. By refunding bond issues on state buildings Mr. Alter has saved the State of Utah S40.5 million dollars. dol-lars. Under .his supervision over S200 million in interest has been earned by the state on investments. AT PRESENT Ed Alter is president presi-dent of the Utah State Retirement System and the Utah Bond Club. He has been elected twice as Presi-dent Presi-dent of the Western States Treasurers Assn, and is serving his second year on the Executive Committee of State Treasurers, also he is a member of the Executive Execu-tive Board of the National Assn. of State Auditors, Controllers and Treasurers. His new system of internal controls con-trols provides better safety for over $500 million in state investments and better control over the collection collec-tion of $2.4 billion in state revenues. re-venues.
