Completion date is November 15. Councilman Hill also reported that there was flooding in the city last October 13. The flooding was caused by the diversion dam put in by the contractor. Flood damage was contained just to yards south of 400 North on 1 180 West on the east side of the street. MAYOR SECRIST and Von Hill met with Tracy Collins Bank with getting the loan for the bonds. They were able to get the interest rate at 9 percent. When the talks began interest was at 12': per-cents. per-cents. Chief WayneJeppson passed out 3rd quarter police report. He reported re-ported that drunk driving is up 22 from last year, traffic accidents up and the reason that state tax violations viola-tions are up is because of having to impound drunk drivers cars. BEVERLY HASLAM met before the council to ask them if they wanted to issue dog tags at a cost of $40.00. If the city elects to do this the county said they will cut off all animal control services except for use of the pound. City council members agreed to take care of all licensing of animals and animal control rather than the county. A letter will be written to the county explaining that the city will be operating their pwn system. MAYOR SECRIST said1 that he received a little from the Small Animal Clinics and that they want to participate in a project to en- courage citizens to take care of their pets and to work it through the city. Jay Dewell reported that he attended the meeting of the Solid Waste Committee. He said that Hill Air Force Base is conducting an engineering review of the feasa-bility feasa-bility of a steam contract for the burn plant. Hill Air Force Base stated that if the report is positive they will enter ino a contract with the Burn Plant. MR. DEWELL also said concerning concer-ning the burn plant that it needs to be financed with industrial revenue bonds this year. Councilman Dewell had ordered two street lights for 600 West and 1 100 West through Utah Power & Light Co. He has also ordered 3-ten 3-ten foot street lights for the Sum-mertree Sum-mertree Subdivision. MAYOR GRANT Secrist told the council that the city has pledged $3,500 to the Bountiful Chamber of Commerce for promotion promo-tion of the South Davis County area. Councilwoman Irene Janes said that she is meeting with the State Auditors to go over the flood paper work. If the city meets theircriteria we should receive more additional money.
