The future of the Carl Winters Middle School will also be discussed, said Mitchell. The; building, located on Park Avenue, is empty and has fallen into disrepair. The buildings and the adjacent open space have been for sale two years, but the only offer on the property was made by the city (jointly with Deer Valley) and was turned down by the school district. "The school district is going to need additional funds for future construction and the Carl Winters school is a valuable asset," Mitchell said. "The school district does not want to hold onto the property but the city likes that open space." Loble and Mitchell both said they would also like to discuss the city's recreation master plan. A committee is currently researching the community's com-munity's needs for an indoor recreation facility. The group includes in-cludes two school board members and representatives from the city. "One option is to build some kind of shared facility on school district property which would fill both the city's and school district's additional recreation needs," Mitchell said. In the spirit of cooperation the Park City Board of Education and the Park City Council will meet together Thursday, Jan. 24 at 5:30 p.m. The public session will be held at the ' MaVsac Municipal Building in the council chambers. School Superintendnet Tony Mitchell Mit-chell said the meeting will afford the individual elected officials a chance to "get to know one another and to develop a rapport." ''I'd like to see a process developed so the school board and the council can continue to discuss the: issues of mutual concern and come up with mutally satisfactory solutions. The citizens would be well served by the two entities working in close cooperation," Mitchell said. To that end the city manager and the school superintendent have been meeting monthly for the past year. Together Loble and Mitchell have drawn up an outline of topics to be discussed at the combined meeting. "The issues range from the simple to the complex," said Mitchell, listing the future maintenance of the bike path as one of the easier issues to resolve. One of the tougher issues is the question of annexation, whether school district property including the Treasure Mountain Middle School which currently lies outside the municipal boundaries should be annexed into the city. The annexation issue is tied to the question of water and easement rights on the property, said Mitchell. The school district currently pays the city for culinary water and will soon have to pay for an additional hookup for tha new mathscience wing at the high school. At the same time, though, the school district owns the water rights to the property which it cannot use but the city could, said Mitchell. Part of the annexation agreement could include a trade of water rights for reduced hookup rates, he said. Another issue which could be considered during the annexation discussion or separately is the city's request for an easement on school district property east of the Treasure Mountain Middle School. The city has requested easement to construct a road from Utah Highway 248 north to Park Meadows along the eastern border of the school district property.
