Show Brown's Canyon landfill gets conditional okay .The Summit County Commission, is aiming at a September opening for a new dump in Brown's Canyon after receiving conditional approval from the state. Announcement of the state's decision came Wednesday at a joint meeting of the commission and the Park City Council. However, Councilman Coun-cilman Bob Wells warned that Brown's Canyon landowners opposed oppos-ed to the dump could still throw up legal roadblocks. "They could tie it up five or six years in court appeals," he said. The state's approval was tied to four conditions spelled out a Feb. 22 letter from Dale Parker, executive secretary, Utah Solid and Hazardous Waste Committee, State Department of Health. 1. The plans for and operation of the landfill must be in accordance with the Utah Code of Solid Waste Disposal regulations. 2. Certain elements in the plan which call for a diversion ditch and sedimentation basin must be reviewed review-ed by the Utah Water Pollution Control Committee. 3. The dump must be separated from the "major surface drainage channel" by at least 100 feet. 4. The lowest point in the dump must be at least five feet above the "maximum anticipated high groundwater ground-water elevation." The state is also asking that the county show proof of ownership of the Brown's Canyon property before final approval is given. City officials said Wednesday they were looking for short-term solutions until the Brown's Canyon dump opens. One possibility is digging a new pit on land leased from United Park City Mines near the present (almost full) landfill site. Another option is to lease an adjacent plot from a private landowner. |
