After a lengthy discussion the city council, sitting as a committee of the whole, decided Thursday evening to recommend for passage an ordinance prohibiting the sale d or disposal of cocaine, morphine, heroin or opium oi- any of the derivatives of opium or any preparations wherein either is an Ingredient except upon the pre- . stription of a reputable licensed practicing prac-ticing physician and such prescrlp- Hon shall not bo refilled. Tho restrictions do not apply, of course, to preparations recognized by the United States pharmacopla or to ( staudard proprietary medicines that arc not narcotic, neither do they apply ap-ply to the wholesale sale by Jobber, wholesalers and manufacturers to retailers re-tailers nor to sales at retail by retail druggists to regular practitioners of I medicine, dentistry or veterinary medicine, med-icine, nor sales made to manufacturers manufactur-ers of proprietary or pharmaceutical preparations for use in the manufacture manufac-ture of such preparations, nor to sales 1o hospitals, colleges, scientific or public institutions.
