"The moral tone of Chicago." he said, "is lower than that of the state, at largo, at least that part which is felt In the politics of the city. We need, therefore, the higher power of the state and the freer hand of state authority in control of the police in Chicago? "In the state where the governor has control of the cities in the police department de-partment thereof, we have had notable advance in solving grave problems. "I fell certain that Deneen would have a greater name in this republic if he had power to appoint the police head of this city." . |
