Our wealthy men are being called on for great sums to help meet the expenses ex-penses of tho war, but they are not required to contribute until they have received from others, and then only in the ratio of 60 to 40 of their excess profits. It is easier for Rockefeller to give 38,400,000, which is said to be his tax, than for a poor man to contribute SI to the Red Cross.
