"In tho mcantimo it will bo necessary neces-sary to call a new increment of about 90,000 men to bo distributed equally throughout tho United States. In several sev-eral cases this call will run over the current quota of the boards upon which it is made, but tho excess will be credited on tho now quota of each board affected, as will all other excoss due to special calls. ! "Tho situation arising from the scarcity of farm labor demands that the call to tho colors of men actively, completely and assiduously engaged in planting or cultivation of a crop, but who are in class 1 and within the new quota, should bo deferred until the end of tho new quota. Boards Are Instructed. "Local boards are instructed, therefore, there-fore, that the president directs that in filling this emergency call they shall pass the order numbers of such men and defer their call for the present. It must bo borne in mind that' this step Is taken solely in the need of the nation na-tion and not for the benefit of any individual. in-dividual. Therefore, while boards should consider it a grave duty to exercise ex-ercise this power to conserve arid augment the agricultural production, they should observe closely the conduct con-duct of those deferred, and immediately imme-diately upon becoming convinced that any person so deferred is not giving his entire time and earnest attention to agricultural duty, or that he is trifling with the deferment thus granted grant-ed him, tho board should forthwith call him to tho colors. "All citizens should assist in making mak-ing this expedient effective and in bringing to the attention of the boards cases meriting deferment, as woll as cases in which deferment is being abused." |
