Lloyd, of the United States revenue department with general of-flcos of-flcos in Salt Lake City, arrived here today and will open offices in tno court house where he will advise with all those coming within the 1917 income tax law. He will be here until Feb. 29. The public should understand that Mr. Lloyd is not here to play sleuth. He is here to assist and help those who are affected by tho income tax law to mako out their returns and report a proper tax to the government In of-, feet, all married people with an annual Income of $2000 net and up must make a return; also all unmarried people, with an income of $1000 net a year. No one Is exempt every resident must pay. Mr. Lloyd is the originator of the plan to tax the wage earner, irrespective irrespec-tive of nationality, sex or citizenship. Ho cocs on the theory that millions of foreigners in the United States, receiving re-ceiving the benefits of this government, govern-ment, are not reached by the Income tax law because their incomes aro under the required amount. He has submitted his plan to Senator W. H. Kinc and has received the senator's endorsement It is not improbable that Mr. Lloyd will have the distinction distinc-tion of seeing his suggestions incorporated incor-porated in the federal statutes. "It is impossible to breifly discuss the plan," said Mr. Lloyd. "It has numerous nu-merous details and permeations. There arc myriad points that may bo brought up In favor of such a proposition at this time. One would be shocked If he only had tho statistics beforo him to realize the millions of dollars in money mon-ey that are sent out of this country annually by the very peoplo I have in mind tho alien element in America. There arc millions of such persons who never contribute a cent In taxes to the upkeep of city, country, state or nation. na-tion. In the free school states the citizens and property owners are taxed to furnish free school houses, free teachers and free books for the children chil-dren of this very class of people. Not only freo schoolhouscs and free teachers teach-ers and freo booksv but in the rural districts, autos and other conveyances are sent evory school morning to take tho children of tho foreign non-tax paying element to school and then take J them back home at night We are not complaining at this, but. in tho name of fair play is it not right and just that these foreigners should contribute contri-bute a small percentage' of their wages where thoy pay no other lax, to support sup-port tho government that throws the doors of opportunity wide open to them and folds Us mantle about them and gives them protection to life, liberty and to tho pursuit of happiness. "Tho people referred to do not buy Liberty bonds, nor do they contribute contri-bute to the R2d Cross, nor do they Join the army and fight for the freedom free-dom of tho world from the oppression oppres-sion of autocracy. "Why not, during war times at leat, place an embargo upon money intended inten-ded to be sent out of the country by this element, or if an embargo is not the proper thing, a heavy tax at least, could and should bo placed upon it. Nearly everything elso at home is being be-ing taxed and why should tho foreigner foreign-er and his money, earned in this country coun-try under the protecting hand of the government, be left free from taxation taxa-tion and sent out of the country altogether?" |
