PETROGRAD, Sunday, Jan. 20, Tho decree Issued by tho central executive committee of tho congress of Workmen's and Soldiors' delegates dissolving tho constituent assembly says that the revolution created the Workmen's and Soldiers' council as tho only organization ablo to direct tho struggle of tho exploited working classes for complete political and economical liboration. During tho first porlod of the revolution revo-lution tho Workmen's and Soldiers' congress, it Is added, perceived tho possibility of an understanding with tho bourgeoiso and its deceptive parliamentary- organization and realized that the liberation of the oppressed classcu was Impossible without a rupture rup-ture of the bourgeoise. "Therefore tho revolution of November No-vember arose, giving all authority to the congress of Workmen's and Soldiers' Sol-diers' delegates," the decrco says. "Tho people yho voted for the Socialist Social-ist Revolutionists wero unable to distinguish dis-tinguish those of tho right party and of tho bourgeoise from thoso of the loft who wero partisans of Socialism. Therefore tho constituent assembly necessarily bocame the authority of the bourgeoiso republic, sotting itself against tho revolution of November and the authority of tho Workmen's ami Soldiers' council." Old Bourgeoiso Has Its Day. The revolution of November, tho proclamation declares, has shown the old bourgeoiso parliamentarism has had its day and was incompatible with tho tasks and that only such institutions institu-tions as the Workmen's and Soldiers' councils were ablo to overcome tho opposition op-position of the rich classes nnd others who represent n Socialist statq, "Erory refusal," it adds, "to rocog-nizo rocog-nizo tho authority of tho republican Workmen's and Soldiers' councils and to place in the hnnds of tho constituent constitu-ent assembly nnd tho bourgeoiso tho liberty which has been won would bo a step backwards and toward the bankruptcy of tho workmen's and peasants' revolution. "The constituent assembly opened on January 18 and for known reasons gavo a majority to tho Social-Revolutionists of tho right the party of Kerensky, Tchernoff and Avkentieff.
