NEW YORK, Jan. 21. Almost deserted de-serted streets in tho downtown business busi-ness section and shipping districts today to-day gave testimony that industrial New York observed the first of the "heatless Mondays" decreed by the fuel administration. Skyscraper office buildings virtually were untenanted; great department stores closed their doors, hundreds of factories and small business houses wero idle. All transportation In the city and commuting sections were run on holiday schedules. Food stores wero open, as was specially exempted industries, but many of them operated on a restricted basis. Theaters wero allowed to remain open but they must close tomorrow. Tho Now York stock exchange opened for business, but without heat nnd banks did business ns usual. Saloons were privileged to open until sunset on condition that they did not uso either fuel or light. Local administrators even forbade the use of lamps, lanterns or candles as substitutes rbr gas or electricity. Colder weather had an increasingly disagreeable effect.
