AMSTERDAM, April 20, via London. 11:15 a. m. German newspapers express ex-press the opinion that the record figure fig-ure of the sixth German war loan will prove to the entente that the attempt to exhaust Germany's financial strength is a failure and that this, coupled with the American crop shortage short-age and the German submarine exploits, ex-ploits, must bring a speedy victory. The Vossischc Zeitung attributes the success of the loan to the "fires that Hamed up in German breasts at President Presi-dent Wilson's repulsive treatment of us." The Deutsche Tages Zeitung says that "this U-boat loan showed that even a world power like the United States is unable to shake the confidence confi-dence of the German people," and that it Is made plain that Germany wants "no business peace, no renunciatory peace, but victory, full and complete." Her Weiss Kerchnor, upper Berg-meister Berg-meister of Vienna, declared: "The people of Austria hope that the heavy sacrifices of this unparalleled struggle which was forced upon us for the honor and existence of our fatherland father-land will be recompensed by an honorable hon-orable peace, which we most thankfully thank-fully will accept from your majesty's hand with the promise that the German Ger-man people will co-operate loyally and steadfastly in works of peace to the glory and greatness of Austria." Emperor Charles replied: "I assure you that I fully appreciate the seriousness and activity of your political efforts. Germans in Austria may be assured that they possess my confidence. To Summon Parliament "It is my intention to summon parliament par-liament shortly. Revival of parliamentary parliamen-tary life at this moment, after years of suspension, is of extraordinary importance. im-portance. I expect all parties will collaborate in harmony which will demand de-mand respect and will work for the highest interests and necessities of the state. "My government will adhere to its aims strictly. I confidently expect that the conviction of tho necessity of harmonious co-operation among the representatives of all the peoples of Austria will prevail in tho debates, thereby creating conditions propitious for the happy future of Austria."
