Upon Its arrival at destination a clerk would immediately call up tho telephone tele-phone number and ask for the person to whom tho card is addressed and read the message, after which the card would bo. delivered In tho usual way. The card would bear a special stamp, costing 5 cents, and would have preference over the other first-class first-class mail matter in the manner the special delivery letters do now. A reply re-ply postal card would be 10 cents.
