The , average monthly cost per residence for communities that go private is $2.24 compared with $2.61 for public, Mr. Stephenson explained. The group said that 91 percent of the communities using public collection charge a fee for the service, whereas only 43 percent of those using private collection charge a fee. Communities not receiving garbage collection fees must fund the service through other revenue sources-usually sources-usually the property tax. Fourteen of the counties charge service fees for garbage collection while the other five fund the service through taxes. In four of the cities the garbage fee is not sufficient to cover the costs. Residents in the unincorporated unin-corporated areas of the other counties must contract for the service individually or provide the service for themselves.
