Show acquiring improvements and extensions to the public utility of said city comprising com-prising its water system by the acquisition and construction con-struction of waterworks, lines, pumps, storage facilities and other facilities, improvements and property used in connection with the acquisition, storage, transportation tran-sportation and supplying of water for domestic, industrial, in-dustrial, irrigation, recreational and other purposes, including the acquisition of all land necessary .therefor, in and for said city, and all costs incident to the authorization and issuance of such bonds, including fiscal advisers', engineering and legal fees, and bear interest and mature on March 1 of each of the yeas and in the amounts as follows: have the right to contest the legality of the above described resolution of the City Council of Cedar City adopted on February 8, 1979, or the $1,000,000 General Obligation Water Bonds, Series March 1, 1979, of said city authorized thereby, or any provisions made for the security and payment of such bonds, and that after such time, no one shall have any cause of action to contest the regularity, formality or legality thereof for any cuase whatsoever.
